US Winter Forecast: Cold, Snow to Seize Northeast; Wintry Blasts to Slick South
Though parts of the Northeast and mid-Atlantic had a gradual introduction to fall, winter will arrive without delay. Cold air and high snow amounts will define the season.
Farther south, ice storms and snow events will threaten the Tennessee Valley and parts of the southern Plains. Much of the South can prepare for a wet winter, with some severe weather encroaching on Florida.

POA opposes vertical drilling for Marcellus shale

DEEP CREEK LAKE — The Garrett County Property Owners’ Association has voted to oppose vertical drilling for Marcellus shale gas within the boundaries of the Deep Creek Watershed as defined by the map included in the Deep Creek Watershed Zoning Ordinance.
In a position letter, the POA encourages the Garrett County Commissioners to amend the ordinance to prohibit vertical drilling and associated surface infrastructure within the watershed.
The POA’s decision to oppose vertical drilling was motivated by concerns about preserving the watershed, sustaining water resources and drinking water quality, and protecting property values, according to the letter from president Bob Hoffman to the county commissioners. Concerns associated with the drilling are noise, odor, traffic congestion and viewshed impact, according to the position paper.
“These are simply inherent in the natural gas recovery process. Regarding water resources, protecting groundwater sources and well water against contamination are particular matters of continuing debate and concern, despite serious and appreciated attention as part of the state effort,” states the position paper.

Black Bear Activity Increases in the Fall
Cooling fall temperatures signal black bears to begin a period of increased feeding activity to prepare for hibernation. During this time bears may be attracted to human-provided food sources ─ such as trash, pet food and birdfeeders ─ and lose their natural fear of people, which can lead to dangerous encounters and conflicts.
Keeping trash and pet food in a place where bears can’t get to it is the best way to avoid problems with bears. Citizens should also delay feeding songbirds until the winter months to avoid attracting these animals.

Fall foliage reaches high color in Garrett County
We are approaching prime time for viewing fall foliage in the mountains of Western Maryland, according to a report Monday.
Much of Garrett County has reached a “high” level of foliage color, according to the Foliage Network, with peak color likely not far behind. The network, a group that pulls foliage reports from spotters around the country, considers high color to be when 61-80 percent of leaves have changed color.
Travel + Leisure magazine named the Garrett town of Oakland as the best place in the country to view changing leaves.
Public Hearing in Garrett County on Fracking
OAKLAND, Md. (AP) – Garrett County residents are getting a chance to hear about the potential public health risks of hydraulic fracturing for natural gas in their region.
The local health department is hosting a presentation Thursday night on a study conducted by the University of Maryland School of Public Health.

Road Closings Announced for the 47th Annual Autumn Glory Festival
Several Oakland roads will be closed before and during the 47th Autumn Glory Grand Feature Parade, which begins at 1 p.m. Saturday, October 11.
Second Street will be closed to traffic from Liberty Street to Center Street at 9:30 am. Both Second and Third Streets, from Omar Street to Alder Street, will be closed to all vehicles at 11:00 a.m. Traffic needing to bypass Oakland will be directed to detour along Fourth Street until the parade ends. Center Street will remain open until 12:45 p.m.
Memorial Drive also will be closed to through traffic from Fourth to Eighth Street. No one will be able to turn onto Fourth Street from Memorial Drive. Barricades and police officers will prevent access onto Memorial Drive from Fourth to Eighth streets. Emergency vehicles should use Kings Run or Eighth Street to Memorial Drive.
Parking along the parade route, which includes parts of Second, Third and Alder streets, is prohibited prior to and during the parade. Business owners or employees should contact Oakland City Hall at 301.334.2691, Oakland Police Department at 301.334.2100 or the Chamber of Commerce at 301.387.4386 in advance to obtain a pass to gain access inside the parade route, this includes the handicapped parking at the Masonic Lodge on First Street.
