ELKRIDGE Declaring broadband Internet access essential for private sector growth and to link schools, hospitals and other institutions across Maryland, federal, state and local elected officials gathered at a Howard County warehouse this week to formally celebrate a milestone in the years-long effort to extend high-speed service to rural communities….
…In addition to the federal money, Maryland has pledged to chip in $32 million to the effort.
Once it is completed, the fiber-optic network will link more than 1,000 schools, libraries, public safety agencies and other facilities, spanning 4,200 square miles across Maryland, and linking the Wallops Island (Va.) NASA facility on the Delmarva Peninsula to the far reaches of Garrett County in Western Maryland. The alliance includes 715 of the to-be-connected institutions.

The local farmers’ markets are now under way, with currently operating locations in Oakland and McHenry, according to the Garrett County Extension Office. Local farmers and other growers gather at the markets to sell fresh produce, plants, baked goods, and other items. Larry Thomas Jr., 13, is shown as he works at the Mountain Fresh Farmers’ Market in Oakland for his family business, Busy Beaver Green House, located just outside town along Brookside Road in West Virginia. He mans the site on his own, with parents Larry and Laura Thomas at their Oakland work places checking in from time to time. This market, which is located at the pavilion in the town parking lot, will be open from now until mid-October on Wednesdays and Saturdays from 10 a.m. to 1 p.m. Information about the Oakland market can be obtained by visiting www.Mountainfresh.org. The Oakland/Mtn. Lake Park Lions Club will hold its third annual Redneck Dayz event at Broadford Park on Saturday, June 18. The gates will open at 8 a.m. Admission is set at $4. Those under the age of 12 will be charged $1. A “custom, antique redneck car, truck, bike, and tractor show” will be held. There will be a $10 vehicle-entrance fee. Dash plaques will be given to the first 100 vehicles. The sign-up for the Anything Floats Regatta will begin at 9 a.m., an hour before the start of that event. All watercraft must be homemade (no boats, kayaks, inflatable rafts, etc.) and transport at least one person. Participants must provide and wear a life jacket. Trophies will be rewarded for: most redneck raft, best use of duct tape, best use of beverage containers, most unlikely to float, and crowd’s choice. Registration for the official Redneck Games will take place from 8 to 11 a.m., with the games starting at approximately 11:30 a.m. Four-person teams will compete for gold, silver, and primer-red medals. The winning team will win $387.69. The entrance fee for each team is $50. The mud-pit belly flop contest will begin at 2 p.m. There is a $10 fee to enter that event. Contestants will be judged and awarded prizes. The Redneck Concert Series will kick off at 4 p.m. with local artist Travis Minnick playing from 4 to 7 p.m. The Speakeasy Boys, a bluegrass/hillbilly band from Shepherdstown, W.Va., will play from 7 to 9 p.m. The Davisson Brothers will then take the stage and play until midnight. Food from the Kitzmiller Lions Club, the Oakland Rotary Club, and various other establishments and civic groups will be available. The Oakland Lions will be selling beer and wine coolers. Individuals are asked not to carry in alcoholic beverages. All proceeds from the event will go to local charities.

The Savage River Watershed Association (SRWA) hosted a ribbon-cutting ceremony last Friday for the recently completed Savage River Headwater Dam Removal and Stream Restoration Project, constructed on property owned by the city of Frostburg. The ceremony was attended by local representatives, project partners, and funders.
The project restored natural stream conditions to a 600-ft. reach of the Savage River to improve habitat for brook trout, Salvelinus fontinalis, Maryland’s only native freshwater trout species. The Maryland Department of Natural Resources (DNR) listed brook trout as a “Species in Greatest Need of Conservation” in 2006, leading to the development of a brook trout Fisheries Management Plan that includes a focus on the upper Savage River resource.
This area comprises over 100 miles of interconnected streams that are 25% of all brook trout stream miles in Maryland. Brook trout require cool stream temperatures that do not exceed 70°F. Headwater ponds and impoundments are known to adversely affect stream temperatures and block fish passage. When a pond is built inline with a stream, the surface water of the pond warms. As the water re-enters the stream it increases the stream temperature below the pond. When stream temperature exceeds 70°F for extended periods, brook trout cannot survive. This condition is known as a thermal impact.
In the early 1900s, an impoundment was built on the upper Savage River as part of a municipal water supply for the city of Frostburg and surrounding communities. This impoundment was abandoned in 1986 with the upgrade of the Savage groundwater collection system and replacement of Piney Dam and Reservoir. Though the upper Savage River reservoir was no longer needed, the old dam remained in place, causing increased water temperatures and acting as a barrier to fish passage.
The city of Frostburg provided support to remove the deteriorating dam in order to improve water quality and fish habitat in the Savage River watershed. During the 2008–10 summer seasons, biologists with Maryland DNR’s Inland Fisheries Management Division monitored the temperature at this site. Data recorded showed peak stream temperatures that exceeded 75°F below the impoundment, yet never exceeded 65°F above the impoundment. Savage River Watershed Association and partners identified this as a priority restoration site as the impoundment was not only causing a thermal impact, it also blocked fish passage to a headwater reach along the main stem of the Savage River.
Canaan Valley Institute engineered a natural stream design plan to create a free-flowing channel that bypassed the reservoir and converted it to a wetland. Natural stream design methods were used to create in-stream structures that add aquatic habitat and provide streambank stability.
Stream restoration allowed fish access to 2.5 stream miles upstream from the pre-existing dam, improved aquatic habitat by restoring natural stream features, decreased water temperature, and decreased the amount of sediment contributed by streambanks downstream of the pre-existing dam. The former pond area was converted to a wetland, providing wildlife habitat, water quality improvement, and flood storage. The site will serve as a demonstration for stream restoration activities and brook trout habitat improvement projects.
Restoration of this site was possible as the result of partnership efforts coordinated by SRWA staff. SRWA extends thanks to all partners and funders for their strong support to complete this project and to local representatives for their interest in and support of SRWA activities.
Project partners that provided funding were Chesapeake Bay Trust (CBT), FishAmerica Foundation (FAF), Maryland Department of the Environment (MDE), Maryland DNR, and National Fish and Wildlife Foundation (NFWF). Partners who provided professional support and in-kind services were: Canaan Valley Institute (CVI), the city of Frostburg, DNR, and SRWA.

Participating parks are Deep Creek Lake, New Germany, Dan’s Mountain, Cunningham Falls, Patapsco Valley, Elk Neck, Sandy Point, Point Lookout and Pocomoke River State Parks. >Maryland Black Bear Lottery Opens July 1
>The Maryland Department of Natural Resources (DNR) will begin accepting applications for this year’s lottery for black bear hunting permits starting July 1. Successful applicants will receive a permit valid for the black bear hunting season scheduled to take place October 24-29.
“This year’s lottery will follow the same successful model we’ve used for the recent bear hunting seasons, except we are expanding the application period by one month,” said Harry Spiker, DNR’s Game Mammal Section Leader. “We will continue to use the popular Preference Point System that gives applicants who were unsuccessful in the past an advantage this year.”
DNR implemented the Preference Point System in 2007. Hunters who apply will receive one entry in the random drawing as well as one additional entry for each past consecutive year they have applied. For instance, those hunters who applied unsuccessfully in 2007, 2008, 2009 and 2010 will receive five entries in the drawing when they apply this year.

Renowned author Martha Grimes will be honored on June 18 at the Mountain Lake Park Town Hall from 2 to 4 p.m., as the town celebrates her literary accomplishments. Grimes has penned more than 30 books, four of which are based on her life and experiences growing up in Mtn. Lake Park. Her mother, June Grimes, owned and operated the famed Mtn. Lake Hotel, where Martha spent much of her childhood. The public is invited to attend the event, and the author has offered to autograph books for those who wish. Hunters reported taking a total of 2,826 wild turkeys during the 2011 spring turkey season, nearly unchanged from the 2010 harvest of 2,847, according to a release from the Maryland Department of Natural Resources (DNR).
Garrett County led the state in the harvest, with 339 birds reported. Allegany County followed with 287, Washington County reported 285, Charles placed fourth with 222, Dorchester reported 210, and Worcester County had a harvest of 191.
The 2011 harvest is similar to the 10-year average of 2,902 birds, indicating Maryland’s turkey population remains healthy, according to the DNR. Some counties noticed slight declines in harvest while others observed increases – these normal variations are likely because of local differences in reproductive success rates. Young gobblers, called jakes, composed 29 percent of the harvest this spring. This is very close to the long-term average and in agreement with data from the DNR turkey brood surveys conducted last summer.
