Dennis Glotfelty Died Of Cancer Days Before Election

OAKLAND, Md. — A candidate who died while seeking re-election to the Garrett County Commissioners lost the race.

County election officials said they’ll count write-in votes Thursday to determine whether any of three Republicans got enough support to beat the 2,603 votes cast for Democrat Bill Welch.

The late Republican incumbent Dennis Glotfelty received 1,755 votes even though he died of lung cancer 12 days before the election.

Garrett County’s 16 polling places will open at 7 a.m. next Tuesday, Nov. 2, and remain open until 8 p.m. for voters to cast ballots for their favorite candidates in the 2010 gubernatorial general election.
Competitive local races include two of three county commissioner seats, state delegate, county sheriff, one of three seats on the board of education, and judges of the orphans’ court.

The most unusual race for a county commissioner seat is that of District III, which was vacated just last week upon the death of incumbent Denny Glotfelty. The only names that will appear on next Tuesday’s ballot will be those of Glotfelty and Democrat challenger Bill Welch. However, soon after the September primary, Democrat George Falter filed as a write-in candidate, and then just since the death of Glotfelty last week, Bob Gatto also filed as a write-in candidate. Gatto was the second-place finisher to Glotfelty in the primary, which featured four candidates.

Then on Tuesday of this week, Republican Tim Thomas, who finished last in the four-candidate primary, also filed as a write-in candidate,

The other competitive race for county commissioner is in District I, where Republican Gregan Crawford is facing Democrat Eric Robison. Crawford defeated long-time incumbent Ernie Gregg in the primary.

Republican Jim Raley, who defeated incumbent Fred Holliday, is unopposed for county commissioner in District II.

The race for state delegate pits Republican incumbent Wendell Beitzel against Democrat James “Smokey” Stanton, while the candidates for sheriff are Republican Robert Corley and Democrat Skyler Hebden.

In the District III board of education race (non-partisan), incumbent Rodney Durst is being challenged by Rodney Reckert, while incumbents Donald Forrester (District I) and Tom Carr (District II) are unchallenged.

Vying for seats for the judges of the orphans’ court are incumbent Republicans Clifford DeWitt, James Margroff, and Wayne Wilt, and Democrat challenger Everett DeBerry, three of whom will be elected.

County officials running unopposed are clerk of the circuit court Sondra Buckel, state’s attorney Lisa Thayer Welch, and register of wills Rita Watson, all Republicans.

Republican state senator George Edwards is also alone on the ballot. Other state offices to be determined are governor/lt. governor, comptroller, and attorney general. Federal races include those of congressional District 6, currently held by Republican Roscoe Bartlett, and U.S. Senate, held by Democrat Barbara Mikulski. Each are facing several challengers.

CONTROVERSY

Upon the death of Garrett County commissioner Denny Glotfelty last week, the Republican Central Committee had only a matter of hours to decide whether or not to select a nominee for that position. Doing so would have automatically granted that candidate all votes cast for the late Glotfelty.

A statement released Thursday evening by Brandon Butler, chairman of the committee, said that the committee members decided that they did not have enough time to select a candidate.

“Hastily making such a decision without thoughtful deliberation would not honor Denny’s legacy,” Butler said. “Therefore, it is our request that you honor Denny’s legacy by voting for him one more time…. By doing so, it will give us, your fellow Republicans, the opportunity to interview and select just the right candidate to fill the big shoes Denny left behind.”

If Glotfelty wins in Tuesday’s election, the central committee will then make one or more recommendations and then submit the list to the governor, who will then select the person to fill the commissioner seat.

The decision to not name a candidate was made by the outgoing members of the committee, as new members elected in the September primary have not yet been sworn in and were therefore ineligible to participate in that decision.

The inaction by the committee drew immediate criticism from a number of persons, including some of the new committee members, who believed that Bob Gatto, the second-place fin-isher in the primary, should have been named.

Former Garrett County commissioner Brenda Butscher, one of the newly elected committee members, contacted The Republican and said that the majority of the new members were indeed behind naming Gatto, and said that she had done a lot of “leg-work” even prior to Glotfelty’s death to try to have Gatto selected.

“At least three of the new committee members believed that because the current members knew of the seriousness of Denny’s illness well before his death, they had plenty of time to have someone else lined up in the event of his death before the election,” Butscher said. “Unfortun-ately, we new members were not legally allowed to have a say since we have not yet been sworn in.”

Even Bill Welch, the Democrat challenger in the race who says he has been a friend of Glotfelty’s for many years, criticized the inaction by the committee.

“Bob Gatto has spent a tremendous amount of time and money in this campaign, and he has earned this opportunity,” Welch said. “I would rather lose the election than to see the Republican Central Committee get away with this.”

In his campaign advertising, Welch accuses the committee of purposely not selecting a candidate so that they can choose their own candidate, whom he describes as “a hand-picked partisan that power brokers can control.” He adds that the snubbing of Gatto by the committee “shows contempt for local feelings.”

The immediate family members of Glotfelty also announced publicly that the now deceased commissioner requested that, in the event of his death, Gatto should take his place on the ballot.

“That was one of Dad’s last requests,” Amy Beeman said on Monday.

The support for Gatto prompted another statement from Butler released Tuesday that now encourages voters to support Gatto’s write-in effort.

“After talking with the family, both the current and the newly elected committees have decided to back the write-in candidacy of Mr. Bob Gatto…. We are honoring the wishes of the Glotfelty family in this time of tremendous loss for us all,” the statement read, and then included directions for how one casts a write-in ballot.

Those directions are as follows:

•Touch the box to the left of the word “WRITE-IN” in the contest for which you wish to cast a write-in vote.

•Using the electronic keyboard, enter the candidate’s name, last name first. Then press RECORD WRITE-IN to cast your vote. Your vote will not be counted un-less the record button is pushed.

•Any abbreviation, misspelling, or minor variation in the form of the name of a candidate shall be disregarded in determining the validity of the write-in vote as long as the intended candidate can be determined. Writing the last name only will constitute a valid vote, unless there is more than one candidate with the same last name.

•Candidates may give out cards containing a diagram and instructions, including how to spell the candidate’s name.

Readers of this publication have been submitting questions to be considered for use in next Monday’s Candidate Forum, which will be held at 7:30 p.m. in the auditorium of Garrett College. Additional questions may be submitted until noon Monday for the forum, which is being sponsored jointly by The Republican newspaper and WKHJ/WMSG Radio.
Candidates who are in competitive races in the November 2 general election have been invited to participate in the forum, which will be taped and aired on WKHJ and WMSG radio stations. In conjunction with WMSG/WKHJ Radio, The Republican newspaper will host a Candidates’ Forum on Monday, Oct. 25, in the auditorium of Garrett College in McHenry.
The forum will involve only those candidates who are in competitive races in the Nov. 2 general election. Those invited to participate are as follows: Delegate Wendell Beitzel (Repub-lican) and challenger James “Smokey” Stanton (Demo-crat); Garrett County Commissioner Denny Glotfelty (Rep.) and challengers Bill Welch (Dem.) and write-in candidate George Falter; commissioner candidates Gregan Crawford (Rep.) and Eric Robison (Dem.); county sheriff candidates Robert Corley (Rep.) and Skyler Hebden (Dem.); and GC Board of Education incumbent Rodney Durst and challenger Rodney Reckart (both non-partisan).

According to Don Sincell, editor of The Republican, the format of the program will be question-answer rather than that of a political debate. Pre-selected questions will be directed to and answered by each candidate. Readers are invited to submit suggested questions by e-mailing them to newsroom@therepublican-news.com.

The forum, which is scheduled to begin at 7:30 p.m., will be taped and aired on both WMSG and WKHJ prior to the Nov. 2 general election, according to Terry King of WKHJ/WMSG. Tentative airing times are Thursday, Oct. 28, at 7 p.m. on WMSG, and Sunday, Oct. 31, at 7 p.m. on WKHJ.

Highly contested races ahead in Garrett County

— OAKLAND — Just three weeks remain before the Nov. 2 general election, when Garrett County voters will cast ballots to decide several hotly contested local races.

One of those is for the District 3 seat on the county commission, which incumbent Republican Denny Glotfelty hopes to retain by defeating Democrat challenger Bill Welch.

Glotfelty is now at the end of his first term, and is the only incumbent commissioner to get through the September primary.

He said he was surprised by his fellow commissioners’ defeats in the primary, and he’s still campaigning on fundamentally the same issues and strategy as when he was first elected four years ago.

“We’re going to keep going forward,” Glotfelty said. “We’re looking at affordable housing, we’re working on new business partners to create good jobs, and we lowered taxes. I’m running pretty much on the same thing as I did four years ago, because I did what I said I’d do.”

But according to Welch, the county needs to make changes, not simply stay on the same track. He pointed out that young people are leaving the county in droves and possibly the only way to keep them in the area is the creation of different kind of jobs that are based in technology and the Internet.

Welch also said that the county should reduce its real property tax rate to free up money for businesses and residents alike.

“My opponent had four years to do that and didn’t get it done,” he said. “I’m not going to attack him, but the record speaks for itself.”

Glotfelty said the current commission has already taken steps to develop the county’s technological offerings, including supporting the new Career Technology Training Center in Accident and working to tap into the recently-announced federal grant to extend broadband Internet service to rural parts of Maryland.

Welch faces a built-in disadvantage as a Democratic candidate in Garrett County, a longtime Republican stronghold. He described himself as a conservative Democrat who wants to see fewer regulations on businesses and who is comfortable working with Republicans to bridge the party gap.

“I’m reaching out to Republicans, and they have reached out to me,” Welch said. “The Republican support is surprising, but not surprising when you consider my conservative values and business background.

Apart from the campaign, Glotfelty is fighting a different battle — an ongoing one against cancer — that has included several hospitalizations. But he’s also continued to attend meetings on commission business and says that he’s physically and mentally capable of tackling another term.

“It’s not easy, but we’re getting through it,” he said. “I’m a little sluggish, but people understand. The cancer seems to be staying stable. It’s just going to take a little time to heal up.”

Political newcomers facing off in general election for Garrett’s District 1

Crawford says he’s a fiscally conservative Republican; Robison says party affiliation not big factor in local races

— OAKLAND — With all but one of the incumbent commissioners ousted in the September primary, the race for the District 1 seat is between two political newcomers, Democrat Eric Robison and Republican Gregan Crawford.

In their pre-primary campaigns the two took similar positions on several major local issues, including the possibility of school closures and the development of alternative energy projects such as wind power and Marcellus shale natural gas extraction. Professionally, both come from building backgrounds and operate their own businesses.

And the relationship between the two candidates is an amicable one even outside the public eye, according to Robison.

“Gregan’s a friend,” Robison said. “He’s a good guy, and I wish him the best.”

What sets them apart, Robison said, is leadership style and approach to difficult issues.

“I believe that I would be the best candidate, only because … my presence is strong, and when I need to be assertive, I’m assertive,” he said. “With some of the issues that are going on, we need to have someone who’s very assertive. We need to have someone who will stir the pot.”

Crawford, who toppled 24-year incumbent Ernie Gregg in the primary, also pointed to leadership style as the major difference between the two candidates.

“I think we’re both equally confident in our abilities, but I possess an adaptable mindset,” Crawford said. “I’m a good listener and extremely approachable. I have tremendous faith in the people of Garrett County and believe that the best ideas and solutions often come from the bottom up.”

Party affiliation is another significant difference between the two candidates, as Crawford pointed out, describing himself as a fiscally conservative Republican. Robison, a Democrat, faces an uphill battle in a county that’s typically a Republican stronghold.

But Robison said he’s gotten support from many Republicans throughout his campaign.

“In a small community, when we’re talking about local politics, it really doesn’t boil down to party as much as person,” Robison said.

As their campaigns progress, Both Robison and Crawford have delved more into ideas of how to reform county government in the future.

Crawford spoke about the possibility of improving public access to county meetings, using tools such as live Internet video broadcasts.

“We’re a large county,” Crawford said. “If you live in Finzel, you can’t run to the courthouse in the morning to hear a 15 minute discussion of a particular issue.”

Robison has proposed implementing two-term limits for county commissioners, setting the maximum length of service at eight years.

“This should be a full-time job that is rigorous,” he said. “At the end of eight years, if we’ve done it right, we should be exhausted and ready to go back to our normal lives.”

Garrett County's 40% was the highest voter turnout in Maryland

While Maryland had the lowest voter turnout on record, that was not the case for Garrett County, where 40% of registered voters turned out to vote Tuesday. Specualting, but perhaps there was a reason that so many good folks showed up at the polls this election to let their voices be heard?

Forty percent of registered voters turn out at polls

— OAKLAND — Forty percent of Garrett County’s registered voters cast ballots in a primary election that included several contentious races, especially for seats on the county commission.

County board of elections Director Steve Fratz said voting went smoothly on election day for all precincts, with no major candidate or voter problems.

That includes voters from the Elbow precinct, who saw their polling place relocated from the Savage Mountain Youth Center near Lonaconing to the same accommodations as the neighboring Avilton district, the Avilton Community Center.

Frantz said about 19 of 105 registered Elbow voters cast ballots in the election, and he received no comments Tuesday on the move.

Overall, Fratz said he had expected an even higher voter turnout, because the county saw several hotly contested primary races and made a strong showing in early voting.

“For early voting, we were one of the leaders (statewide), at 4.5 percent,” he said. “I thought that might have been a barometer.”

But the turnout was comparable to that of the 2006 primary, which was about 41 percent. Voter turnout is typically stronger in a presidential election year.

In Allegany County, by comparison, about 35 percent of registered voters cast ballots in this year’s primary.

Election officials will canvass absentee ballots Thursday. Fratz said there are 265 absentee ballots, and the only county race that could be impacted by that number of votes is judge of orphans court.

On Sept. 22 officials will canvass any late absentee and provisional ballots. The election results will be certified on Sept. 24.

Garrett County’s first-ever early voting period attracted 735 voters. Fratz said he expects analyses to show that most of those voters were not first-timers, but instead have a history of voting regularly in past elections.

He estimated the total cost of the early voting period to be between $10,000 and $15,000, which falls to the county for payment.
