Governor Martin O’Malley announced this week Board of Public Works (BPW) approval of recreational projects in four counties, including one in Garrett, through local-side Program Open Space and the Community Parks and Playgrounds Program.

“Program Open Space allows us to provide fun and safe recreational opportunities for all Marylanders and their families to enjoy,” said O’Malley. “It remains a high priority not only to create these areas, but to improve already existing facilities for future generations to enjoy.”

The town of Oakland will receive $4,500 to upgrade parts of the flooring on the basketball court, replace a portion of the gym floor, and restripe and refinish the entire gymnasium floor at the Oakland Community Center (former armory).

Maryland Governor Martin O’Malley announced this week Board of Public Works (BPW) approval to preserve 530 acres of Maryland landscape, including acreage in the Bear Creek area near Accident, through the Rural Legacy Program.

“By partnering with landowners to preserve Maryland’s heritage and natural beauty, we are creating an actual rural legacy to be enjoyed by our children and theirs,” said Governor O’Malley.

In the Bear Creek Rural Legacy Area, the Schmuck farm will permanently protect 103 acres of agricultural and forest land, and protect water quality with 1,870 feet of buffers along tributaries that feed into Bear Creek and the Youghiogheny River. The easement, which will be held by Garrett County, extinguishes 52 development rights and protects natural trout streams and interior-dwelling bird and black bear habitat.

“This is a valuable addition to Garrett County’s Bear Creek Rural Legacy project because of its proximity to Deep Creek Lake’s growth area, the size of the property, its proximity to other protected lands, its water quality protection values, and the protection offered to the existing natural habitat,” said Chad Fike, agricultural preservation administrator for Garrett County.

The Bear Creek Rural Legacy Area encompasses approximately 31,437 acres, 18 percent of which are now protected.

Wisp Readies For 6th Annual Deep Creek Chili Splash

The Wisp Resort will host the sixth annual Deep Creek Chili Splash on Saturday, Aug. 6, from noon to 5:30 p.m. to benefit the Garrett Lakes Arts Festival. This International Chili Society sanctioned cook-off will offer three different competition categories—salsa, chili verde (green chili), and red chili.

The Wisp expects as many as 30 cooks from all over the eastern United States to register for the competition and contend for the cash prizes being offered. Over 20 individuals will be judging the chilies, as the Chili Splash is a regional event sanctioned by the International Chili Society.

The first-place winner of each category will qualify for the World’s Championship Chili Cook-Off planned for this October in Manchester, N.H. The top three winners in each of the three categories will receive a cash prize.

The general public will have the unique opportunity to become an active part of the Splash by participating in the People’s Choice Chili Competition. Tasting kits will be available to interested attendees at the cost of $5 for adults and $3 for children (6–12 years old). Tasting kits will consist of: a wristband, soufflé cup, spoon and five voting tickets for adults or three voting tickets for children.

After sampling the array of chilies, voters will be asked to drop a ticket in their favorite cooks’ bowls. The cook with the most tickets at the end of the event will be declared the People’s Choice winner.

A portion of the sampling-kit proceeds will go to support the Garrett Lakes Arts Festival. According to a spokesperson, GLAF is not only the largest advocate of performing arts and arts education in Garrett County, but also serves the entire tri-state region.

“GLAF’s primary purpose is to improve the quality and increase the scope of performing arts for local residents and visitors to Garrett County. GLAF considers high-quality performing arts to consist of nationally or regionally recognized professional artists in the fields of dance, music, and theater,” jointly stated Judy Prather and Betty Ellington, GLAF fundraiser chairwomen.

“GLAF arts education is focused on enhancing the appreciation and understanding of the performing and visual arts for elementary through high school students.

GC Commissioners Announce Public Meeting Schedule

The Board of Garrett County Commissioners announced this morning it will continue to conduct public meetings on the first Tuesday of the month at 9 a.m. and the third Tuesday of each month at 4 p.m.

On the second, fourth, and, if applicable, fifth Tuesday, the board will be in the office to review and conduct informational sessions with the county administrator, county attorney, county government staff, component units, or other parties.

These work sessions are open sessions and will be scheduled to allow staff a time to present briefings to the board and to provide input to and receive guidance from the board.

Daisy Graham, seen here proving that one is never too old to try new things, recently took her first boat ride on Deep Creek Lake. The 101½-year-old Graham not only experienced her first boat ride, but took the captain’s chair and piloted the watercraft. The opportunity was afforded to Graham and others from the Diakon Adult Day Care Services at Mountain Glade by Lew Wheeler, who hosted a picnic and a day on the water at his home. Graham’s family have expressed their thanks to Wheeler, the Garrett Transit Service, and the volunteers for making the event possible.

Grant will target illegal passing of school buses

— Schools will open for a new year in just a few weeks, and when they do police throughout Maryland will be on the lookout for vehicles illegally passing school buses.

It’s no small problem. During a one-day survey in February, bus drivers throughout Maryland reported 7,028 violations, 4,000 of which were by oncoming drivers who ignored the stop arms of buses. Another 2,665 vehicles traveling in the same direction as the buses passed on the left and 366 actually passed illegally on the right.

In Garrett County, numerous drivers were cited for illegally passing buses during the last school year, according to Sheriff Rob Corley.

Allegany County school transportation director Jay Walbert said his school system averages three “run-throughs,” or illegal bus passes, a week. “They can happen anywhere, but two spots with frequent run-throughs are the three-lane on McMullen Highway (south of Middle Ridge) and not far from the (Maryland State Police) barrack on National Highway,” he said.

To step up enforcement of state laws dealing with illegal passing, the Governor’s Office of Crime Control and Prevention is doling out $548,411 in grants to law enforcement officers throughout the state. The Allegany County Sheriff’s Office and the Cumberland Police Department are receiving $10,000 each. Another $20,000 is going to the Garrett County Sheriff’s Office.

The safety of school children is vital and these grants should help dramatically increase school bus safety awareness. Don’t be surprised to see a frequent police presence during school bus trips on school mornings and afternoons.

Allegany and Garrett county public schools will reopen Aug. 24.

The Casselman Chronicle, celebrating 50 years of local stories

The Casselman Chronicle, the official publication of the Springs Historical Society of the Casselman Valley, covering the history of Somerset County, Garrett County and nearby areas, has celebrated its 50th edition. The journal is more than a historical document, it is a celebration of the life and times of the early residents of the Casselman Valley.

Shirley Teets, Springs, has been volunteering with this project since the first edition was printed in the winter of 1961. The Casselman Chronicle was the brainchild of founder Dr. Alta Schrock. Shirley recalls driving Dr. Schrock to the printer office in Berlin at 10 p.m. while Alta was placing the finishing touches on an article to meet the deadline. Many miles were driven gathering articles and photos over the years.

Shirley said she has learned a lot, enjoyed many good times talking with people and has received many nice notes and calls of appreciation for her work in helping to publish their stories and for her help in using the Chronicles as a tool in family research.

Elnora Schrock, Salisbury, worked with Alta and Shirley for many years, writing and editing. Janet Bender, Springs, joined the volunteer staff in the 1980s and spends many hours on the publication.

Two Local POs Tentatively Set To Be Closed

Two Garrett County post offices are among the 3,653 around the country that are tentatively slated for closure, according to the financially struggling U.S. Postal Service.

The USPS, which has been losing billions of dollars as more people communicate online, said Tuesday that it is considering closing 12 percent of its post office locations and working with local businesses to fill the void.

The local POs on the list are those that currently serve Bloomington and Bittinger.

The post offices are those that have been labeled as having “low activity,” which means low foot traffic, average sales of less than $50 per day, and less than two hours of work per day. Most are located within five miles of another post office location, and the great majority of them bring in less than $27,500 in annual revenue.

Among Allegany County post offices on the list are those of Cresaptown, LaVale, and Cumberland Station A. The Bayard, W.Va., post office is also included.
