WASHINGTON (Reuters) – The number of loan modifications and mortgage repayment plans completed by Fannie Mae (FNMA.OB) and Freddie Mac (FMCC.OB) declined in the first quarter of 2011 as fewer borrowers were eligible for help, their federal regulator said on Monday.

The mortgage buyers’ foreclosure prevention actions, which also include completing sales of homes below market value, fell to 171,531 from 208,416 in the previous quarter.

Many borrowers in the pipeline for aid are now severely delinquent and therefore do not qualify.

>New Students Must Register With BOE

In a recent press release, the Garrett County Board of Education stated that parents/guardians should register their children who will be entering school for the first time.

If a parent/guardian did not register the kindergartner or first-grade student during the recent pre-registration program, one may do so by contacting the principal of the local school to arrange an appointment. This should be done as soon as possible.

Parents must take their child’s birth certificate, immunization records, and proof of residency with them for the registration process. Students can not be enrolled without first providing this documentation.

Acceptable proofs of residency documents are: deed or mortgage agreement, current property tax bill, current lease or rental agreement, current utility bill with the parent/guardian’s name and address, or a notarized Statement of Residency Verification form (available from county schools or the Pupil Services Office of the BOE). A child’s Social Security number is also requested for state reporting requirements.

Any child who will be 5 years of age on or before Sept. 1 must be enrolled in kindergarten or apply for a one-year maturity wavier. Any family who plans to use home instruction (home-schooling) instead of enrolling a student in school must submit forms at least 15 days prior to the first day of the school year.

— OAKLAND — Efforts to change the language in the Garrett County Comprehensive Plan to protect ridge lines have been stalled due to state and local regulations.

The inclusion of language designed to protect certain ridge lines in the county has dominated the time of the county planners for the last several months. The process to make the proposed changes was started at the beginning of this year at the request of the newly elected county commissioners. The commissioners asked the county planning commission to consider changes that had appeared in the original 2008 draft of the plan.

As per local and state law, the planning commission held a public hearing. The proposed changes were hotly contested by a number of residents who felt the language violated their property rights. Other residents felt the change was an important tool to maintain natural beauty of the region. In the end, the Planning Commission voted 3-2 in favor of the change with one abstention and sent the recommendation to the county commissioners for final approval.

While researching the topic, John Nelson, director of Planning and Land Development, discovered a voting procedure that requires motions for recommendation to the commissioners to include four favorable votes from the Planning Commission.

Nelson consulted with the county commissioners and the county attorney and was advised that the issue could be reconsidered, requiring a second public hearing, or the commission could stand by its vote, which would mean it is not endorsing the amendment.

“The previous vote was 3 to 2 with one abstaining and it takes four affirmative votes to pass. With this decision, the amendments to the plan will not be forwarded to the Board of County Commissioners,” Nelson said.

Despite this setback, county officials have not abandoned the proposal entirely.

“The Board of County Commissioners will be discussing this matter over the summer months both with county staff and at the appropriate time during public meetings,” said Monty Pagenhardt, county administrator. “The public will be notified of meeting dates and times and commentary will be welcome.

“The board has also scheduled a strategic planning retreat with senior county government staff in July and the board will seek input and insight from these individuals.”

United States Senator for Maryland Barbara Mikulski held a round table discussion yesterday at the industrial park complex in Accident before meeting with local student participants of the Garrett Engineering and Robotics Society. Directing the talk, Mikulski asked the opinions and advice of numerous Garrett County educators, business owners, and government officials concerning the Elementary and Secondary Education Act, its effects, and possible reforms to the bill. The effort is part of the senator’s education tour and a preamble to the senator’s plans to reauthorize the ESEA. The group focused its discussion on the needs of rural educators and students, and the achievements made by local students in the disciplines of science, technology, engineering, and math. Mikulski was recently appointed chairwoman of the Senate Health, Education, Labor, and Pensions Subcommittee on Children and Families. The HELP committee will play a major roll in the reauthorization of the ESEA, a bill signed into law in 1965 and reauthorized in 2002 as the No Child Left Behind Act, which deals with equal access to education and establishes standards for students and educators. Mikulski (D-Md.) today continued her education tour of the state by hosting a roundtable with teachers, principals, students and administrators in Garrett Count. The group talked about the needs of rural educators and students, and the achievements Garrett County Schools have made in the area of science, technology, engineering and math (STEM) education.

This was the fifth in a series of roundtables Senator Mikulski is convening around the state as Congress prepares to reauthorize the Elementary and Secondary Education Act (ESEA).

“I always say, ‘The best ideas come from the people,'” Senator Mikulski said. “Washington doesn’t have all the answers when it comes to improving our schools. That’s why I came to hear what the teachers, principals, students, administrators and nonprofit partners at the Garrett Engineering and Robotics Society think about the Elementary and Secondary Education Act. I want to listen to their suggestions and concerns and get their advice as Congress works to reauthorize this federal law. A good education can look different depending on where you are. I want to help rural schools continue educating students and preparing them for successful careers.” Senator Mikulski recently was appointed Chairwoman of the Senate Health, Education, Labor and Pensions’ (HELP) Subcommittee on Children and Families. The HELP Committee will play a major role in reauthorizing ESEA.

>Conservancy Group Sounds Alarm Over Invasive Plant

BUCKS COUNTY, Pa. — A conservancy group in Montgomery County is sounding the alarm over an invasive plant.

The Perkiomen Watershed Conservancy says the Perkiomen and Unami Creeks are under attack from the European water chestnut.

The plant spreads very rapidly and it reduces oxygen levels for native plants and animals….

…It says plants have also been found upstream in Finland, Bucks County and Deep Creek Lake.

Northern High School’s Chelsi Kling is Garrett County’s newest state champion, having captured first place in the girls’ long jump event at the Maryland 1A State Track and Field Championships this past weekend. Her winning leap of 17 feet, 5½ inches is also a new record for Northern High, as is her triple jump distance of 30 feet, ½ inch, which was good for sixth place at the state event. Kling and three teammates, pictured in the sports section, also placed fifth in the girls’ 400-meter relay event, and Northern’s Eric Maxim finished sixth in the boys’ 110-meter hurdles. Southern High School’s Mikey Skipper placed seventh in the 110 hurdles.

Park Quest 2011: Four down, and only 20 to go

Four parks down, 20 to go on my marathon Park Quest 24/7 to complete the challenges at 24 state parks — from Garrett County to the Atlantic Ocean in seven days.

So far, I’ve hiked following compass bearings to answer questions, paddled a canoe while staying on a GPS-set course, found letterboxes that taught me about natural resources and history and hiked to a cemetery, an aviary and a dam.

I’m sitting on the veranda at Rocky Gap State Park, enjoying a freshening breeze — don’t worry, it’s heading your way, Baltimore.

•Tagged rockfish: Do not remove tag. Keep the fish and call the number on the tag so a state official can come and verify your catch. Your fish could be Diamond Jim, worth at least $10,000, or an imposter worth at least $500.

•Citation-worthy fish or crab: You can check in your catch at a number of fishing and sports shops around the state. For a full list of citation sizes and locations of citation award centers, and full rules of the contest, visit the Diamond Jim website at www.dnr.maryland.gov/fisheries/challenge.

Fishing could be quite a profitable hobby this summer.

The state launched its seventh annual Maryland Fishing Challenge yesterday, and once again, there are tagged “Diamond Jim” rockfish swimming around the Chesapeake Bay worth up to $10,000.

Eight boats ferried Department of Natural Resources biologists around the bay yesterday as they caught and tagged 200 rockfish.

“We’re not trying to make this a reason to go fishing, it just makes it more fun,” said Marty Gary, a DNR fisheries ecologist who runs the contest.
