Competing against nominees from across the state, Garrett County’s Barn Quilt Festival has been recognized with the award for the 2010 Best New/Improved Product or Event. The county received the award from the Maryland Tourism Council on Nov. 4, at the 30th annual Maryland Tourism and Travel Summit, held in Annapolis. As a supporter of the event, the Chamber of Commerce applied on behalf of the Barn Quilt Association of Garrett County.

The Best New/Improved Product or Event Award is meant to recognize Maryland Tourism Council members for their efforts in the year’s best new or improved event, tour destination, program, promotion, or experience. The nominees are judged on innovation, the example set for others, and on the event’s success as a Maryland tourism product. Winners are determined by a panel of judges composed of past recipients of the award.

The first Quilt Festival was held on Aug. 1 and featured a live auction, a 50/50 drawing, a brown bag auction, arts and crafts vendors, live music, kids’ games, food, recognition of the current barn blocks, and the unveiling of the latest barn quilt block at Cove Run Farms.

Don't underestimate foreclosure crisis, watchdog to warn

A congressional oversight panel is set to warn on Tuesday that a widespread problem of flawed and fraudulent foreclosure paperwork could upend the housing market and undermine the nation’s financial stability, just as the issue is coming under greater scrutiny this week in Washington.

The report, issued by the Congressional Oversight Panel, which monitors the government’s bailout program, marks the first time a federal watchdog has weighed in on the nationwide foreclosure mess.

The panel echoed concerns raised by consumer advocates and financial analysts, who have said that although the consequences of the foreclosure debacle remain unclear, the problems could throw into doubt the ownership not only of foreclosed properties but also the millions of ordinary mortgages that were pooled and traded by investors around the world.

The report is scheduled to be released in the morning, just before the Senate Banking Committee holds a hearing on the matter and as lawmakers are considering several legislative responses.

BOE Revises Proposed School Closing Calendar

The Garrett County Board of Education held its regular monthly meeting this week, at which the revised school closing calendar was presented.
The suggested timeline for letters and a press release to be sent is the week of March 1–8, and the report of the superintendent’s advisory groups on the impact of the proposed closing(s) will be given at a meeting set for March 8.

The potential hearing dates for the school(s) being considered for closure have been set for March 22 for Bloomington Elementary School, with March 29 set as a weather make-up date, and March 24 for Kitzmiller Elementary School, with March 31 set as a make-up date.

The superintendent’s report and final recommendation will be given at a board meeting in April (to be announced), and the board will make its final decision at a separate meeting to be set in April as well.

Continuing business items included a motion to approve the school closings calendar and action on the JROTC CO2 Pellet Rifle Proposal, presented by Lynn Bell, director of secondary education. Action on this item was postponed until it is learned whether the approved proposal will result in an insurance increase at the high schools. It will be addressed at next month’s meeting.

An additional business item not listed in the agenda was the proposal of the development of Unified Sports, which will comply with the new Fitness and Athletic Equity for Students with Disabilities Act. The Unified Sports will include bocce in the winter, track and field in the spring, and aquatics/swimming in the fall. This will be developed to give opportunity to disabled students to participate in an athletic extracurricular activity.

Gas drilling in Marcellus shale requires hydraulic fracturing, a pro-cess that raises many concerns, particularly for keeping drinking water clean and safe. Drug-Free Coalition Begins Year Two Of "Majority Rules" Campaign

The Garrett County Drug Free Communities Coalition recently began year two of the Majority Rules Social Norm Campaign. During the 2009-2010 school year, the campaign promoted the message that “7 out of 10 Northern and Southern students don’t drink [alcohol].” The message for year two is again positive, a spokesperson noted. It is “82% of Garrett County high school students do not smoke weed [marijuana].”
The message was phased into the community over several weeks, as was done in the first year, with the statement printed on pencils, buttons, wristbands, banners, and T-shirts, most of which were distributed at the middle and high schools.

The first week of the campaign promoted simply the “Majority Rules” logo on pencils. During week two, small buttons/pins with “82%” were handed out, a spokesperson explained. Finally, in week three, wristbands with the full message were distributed, followed by T-shirts about a month later. Students had to present one of their former promotional items in order to earn a T-shirt.

“The Majority Rules Social Norm Campaign is a process,” said Sadie Liller, prevention specialist and member of a team that has been developing the campaign. “We have to give it time to work. We hope to shift the way most people see things from the more extreme visible behavior to the less noticed but much more common healthy behaviors that are the norm.”

The theory behind social norm campaigns is that a person’s behavior is influenced by his or her perceptions of what is “normal” or “typical,” Liller said, but persons “often severely misperceive the typical behaviors or attitudes of peers.”

A social norm campaign is designed to change perceptions, which then change behaviors, she explained.

According to coalition members, research shows that social norm messages targeted at the true norm (in this case, that most students don’t smoke marijuana) will change youths’ perceptions, which will influence their behavior to not engage in the risky behaviors.

The data for the Majority Rules Campaign was produced in the 2007 Maryland Adolescent Survey, which 842 Garrett County middle and high school students completed.

The data was reviewed by staff not only for 2007, but also back to 1994 to make sure that the data “wasn’t a one-time thing,” Liller said.

“The data was amazingly consistent each time the survey was administered (1994, 1996, 1998, 2001, 2002, 2004, and 2007) for both alcohol and marijuana use,” said Kendra Todd, health education and outreach director. “We did listen to some feedback about last year’s campaign, though. Some felt that it was misleading to put middle school and high school data together, so this year, we used only high school data to determine the marijuana-use statistics.”

Write-in Candidate Elected County Commissioner in Garrett County, Maryland

At the November 2, 2010 election, Garrett County, Maryland voters elected a write-in candidate to seat 3 of the County Board of Commissioners. The election is partisan. The county was elected three at-large commissioners. Write-in candidate Bob Gatto received 4,112 votes; Democratic nominee Bill Welch received 2,824; Republican nominee Dennis Glotfelty received 1,947 votes. Two other declared write-in candidates received 170 votes.

Glotfelty had won the September 2010 primary but then had died of cancer only twelve days before the election. Before he died, he asked voters to write-in Gatto, whom Glotfelty had defeated in the Republican primary.

Marcellus Shale Drilling Will Be Meeting Topic

The Savage River Watershed Association (SRWA) will hold its bimonthly meeting at 7 p.m. next Thursday, Nov. 18, at Route 40 Elementary School, at which the topic will be “Marcellus Shale – Local, State, & Regional Approaches.” The public is welcome to attend.
According to a spokesperson for the SRWA, gas drilling in Marcellus shale requires hydraulic fracturing, a process that raises many concerns, particularly for clean, safe drinking water.

“We will be discussing some local, state, and regional approaches to address these problems,” the spokesperson said.

Brent Walls from Potomac Riverkeeper will share information on drilling activities in nearby West Virginia and how they are organizing there. Andy Galli from Clean Water Action in Maryland will describe legislative and regulatory prospects in Annapolis. Ryan Ewing will discuss the Choose Clean Water Coalition and the regional/national outlook.

“This will be a great opportunity to discover what local residents can do to help protect the water resources of western Maryland, by being proactive and getting involved at the local, state and regional/national levels now,” the spokesperson said.

Walls joined Potomac Riverkeeper as the new Upper Potomac River manager in September 2009. He had several years’ experience as the watershed coordinator at the Chester River Association. He has extensive experience with conducting water quality monitoring programs, coordinating volunteers, investigating pollution, and initiating enforcement actions.

A resident of Inwood, W.Va., Walls is a U.S. Navy veteran and holds a B.S. degree in environmental sciences.

Andy Galli, Baltimore, is the Maryland program coordinator for Clean Water Action, which represents over 57,000 Maryland members and has 1.4 million members nationally.

Veterans Day is an annual United States holiday honoring military veterans. A federal holiday, it is observed on November 11. It is also celebrated as Armistice Day or Remembrance Day in other parts of the world, falling on November 11, the anniversary of the signing of the Armistice that ended World War I. (Major hostilities of World War I were formally ended at the 11th hour of the 11th day of the 11th month of 1918 with the German signing of the Armistice.)

History
The U.S. President Woodrow Wilson first proclaimed an Armistice Day for November 11, 1919. In proclaiming the holiday, he said

“To us in America, the reflections of Armistice Day will be filled with lots of pride in the heroism of those who died in the country’s service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations.”[2]

The United States Congress passed a concurrent resolution seven years later on June 4, 1926, requesting that the President (Calvin Coolidge) issue another proclamation to observe November 11 with appropriate ceremonies.[2] An Act (52 Stat. 351; 5 U.S. Code, Sec. 87a) approved May 13, 1938, made the 11th of November in each year a legal holiday; “a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as ‘Armistice Day’.”

In 1953, an Emporia, Kansas shoe store owner named Alfred King had the idea to expand Armistice Day to celebrate all veterans, not just those who served in World War I. King had been actively involved with the American War Dads during World War II. He began a campaign to turn Armistice Day into “All” Veterans Day. The Emporia Chamber of Commerce took up the cause after determining that 90% of Emporia merchants as well as the Board of Education supported closing their doors on November 11 to honor veterans. With the help of then-U.S. Rep. Ed Rees, also from Emporia, a bill for the holiday was pushed through Congress. President Dwight Eisenhower signed it into law on May 26, 1954.[3]

Congress amended this act on June 1, 1954, replacing “Armistice” with Veterans, and it has been known as Veterans Day since.[4][5]

Although originally scheduled for celebration on November 11 of every year, starting in 1971 in accordance with the Uniform Monday Holiday Act, Veterans Day was moved to the fourth Monday of October. In 1978 it was moved back to its original celebration on November 11. Since this change, there has been a trend against being closed on the holiday. It began with businesses (excluding banks) and in recent years some schools and local governments have also chosen to remain open.

Soldier secured nukes at B-52 crash in 1964 – Garrett County

Army Sgt. 1st Class William D. Ramsey was sleeping in the early morning hours of Jan. 13, 1964, when he received an emergency call to report to his unit at Fort George G. Meade, Md.

“All they said was to come to the unit to be briefed,” said Ramsey, who now lives in Hagerstown. “When we arrived, they told us what we had — a B-52 down with nuclear weapons.”

It was 3 a.m., when Ramsey and two other soldiers in the 28th Ordnance Detachment jumped into a jeep and began driving west in a blizzard toward the crash site on Big Savage Mountain in Garrett County, Md. As explosive specialists, the 28th’s job was to secure two nuclear bombs that were aboard the aircraft and render them safe.

Ramsey said the snow was so deep on U.S. 40 that they had to stop at the Maryland State Police barrack in Frederick, Md., to put chains on their tires.
