Recently, Garrett Countians got a chance to meet one of the Maryland General Assembly’s most radical left-wing champions. Delegate Heather Mizeur, a representative from Montgomery County, was one of the guest speakers at the Garrett County Democrats annual dinner.

Mizeur also held separate meetings where she updated attendees as to legislative efforts regarding natural gas drilling in Garrett and Allegany counties. She even requested and received a private tour of Garrett Memorial Hospital to inspect their recycling efforts.

What many do not know of Delegate Mizeur is that she has championed many liberal causes outside of the Marcellus Shale moratorium.

She was one of the most outspoken champions of a measure to destroy the statute that requires marriage be between a man and woman. She represents an area in which Tripwire, Maryland’s leading gun rights newsletter, describes as a “political dead zone.”

She championed a measure that would allow for transgender individuals to sue potential employers if they felt the employer discriminated against them. She has consistently voted in favor of every tax increase she could.

She even voted for the measure that streamlined the process for windmills to go up on Western Maryland’s mountaintops. Most of this information can even be easily accessed on her campaign website.

I’m proud of the legislators we have representing Garrett and Allegany counties. They were born, raised, and educated in this area. They know not only the issues, but also the people that are affected by those issues.

I don’t think Garrett and Allegany counties need a down-state liberal coming here to tell us what we are doing wrong. We’ve gotten along just fine without her.

Grantsville Days has once again been set for the last full weekend in June. On Friday, June 24, a parade will begin at 6:45 p.m., coordinated by the Grantsville Volunteer Fire Department. Groups interested in being in the parade should contact Duane Stein at 301-895-5297.

Immediately following the parade, a variety of food and craft booths will be featured at the Grantsville Park. New this year will be a Grantsville Lions kettle corn booth, which was recently started to raise money for Lions projects.

Children’s rides and activities will be available throughout the weekend. There will also be entertainment by the Channel Cats and a fireworks display at 10:30 p.m. sponsored entirely by First Peoples Community Federal Credit Union.

All events are free of charge to the public, thanks to donations from businesses in the Grantsville and surrounding area. Names of sponsors are shown in the Grantsville Days brochures and posters being displayed at area businesses.

There will be a variety of contests and musical entertainment on Saturday, June 25.

The garden tractor weigh-in will begin at 8 a.m. with the contest starting at 9 a.m. Information about the contest is available by calling Will Shafer at 814-395-5092. The event is being coordinated by the Confluence (Pa.) Fire Department.

The Grantsville Lions will serve barbecued chicken dinners starting at 11 a.m., and there will be a variety of other food items available from local non-profit groups. There are no commercial food booths at Grantsville Days.

The bluegrass group Halftime String Band will perform at noon. There will also be rides for children, and a horseshoe pitching tournament will begin at 1 p.m.

Teal Steel, a steel drum group from Frankford (W.Va.) High School, will perform at 4 p.m., and there will also be children’s games with Jeff Rice at 4 p.m.

A tractor pulling contest will begin at 5 p.m. For more information, persons may contact coordinator Franklin Broadwater at 240-580-7160. The contest will be for stock and hot stock tractors.

The Saturday evening concert will be performed by Girlz in Black Hats starting at 6:30 p.m.

A fireworks display will begin at 10:30 p.m., sponsored by many local businesses.

On Sunday, June 26, at 11 a.m., there will be an interdenominational church service in pavilion 3 next to the park pond. It is coordinated by the Grantsville Ministerial Association.

The Grantsville Lions will again serve chicken dinners beginning at 11 a.m., along with the other food vendors. Craft and vendor booths will also be open in the adult softball field.

There will be a Pickup Pulling Contest starting at 2 p.m., also coordinated by Franklin Broadwater. Persons may call 240-580-7160 for more information.

Starting at 2 p.m., there will be special free entertainment by the Fabulous Hubcaps. The concert is free thanks to donations from many local businesses. DJ Jimmy B will perform between the musical groups throughout the weekend and will also provide the sound for the groups.

CUMBERLAND — Assistance for people facing problems with difficulty paying mortgage payments is being targeted by agencies in Allegany County that serve low-income residents and seniors.

Allegany Law Foundation, Allegany County Human Resources Development Commission, Cumberland Neighborhood Housing Services and Western Maryland Legal Aid Bureau are joining to coordinate services to distressed homeowners.

“It is anticipated that in July regular office hours will be available at HRDC with housing counselors to assist the public. Such innovative approaches as providing portal technology to communicate directly with lenders are planned,” said Marcia Conrad, director of Allegany Law.

These agencies intend to also work with Garrett County agencies to provide services there.

“Their collaboration is called the Western Maryland Partnership and is receiving support from Maryland’s Department of Housing and Community Development,” said Conrad.

Sen. George Edwards is sponsoring a foreclosure solutions workshop that will be held from 2 to 5 p.m. Thursday at the HRDC’s Frostburg Senior Center at 27 S. Water St.

The Western Maryland Partnership is encouraging homeowners who are facing foreclosure or are worried about an increased interest rate or have other concerns about their mortgage to receive free one-on-one legal advice and housing counseling assistance at the event.

Last July, 15 families received assistance in a foreclosure solutions workshop in Cumberland.

A woman who attended the event related her experience. “My husband and I were two months behind in mortgage payments. I have MS and am on disability. My husband is retired but was working at Walmart for extra income and supplemental health insurance when he got sick and was laid off. Senator (Ben) Cardin’s staff encouraged me to go to the workshop and I am so glad I went there. It is the best thing I ever did. Carrie Forrester, the attorney who assisted us, was great. She was able to reach a modification with Bank of America and that brings our payments current and the interest rate down to 5 percent.”

Allegany Law and the Bar Association of Allegany County have been working with the Maryland Foreclosure Prevention Pro Bono Project of the Maryland Pro Bono Resource Center of Maryland to plan and staff the event. Homeowners should call 800-396-1274 to register. Registration guarantees a free legal consultation with a volunteer attorney to discuss an individual mortgage situation. The workshop will give participants directions on the next steps to take and where to go for help.

Conrad said workshop participants should bring all materials related to their current and former mortgages, including the loan application, settlement paperwork and lender statements; any foreclosure notices or threats of foreclosure received; and a monthly household income and expense budget.

The Maryland Heritage Areas Authority will hold a public hearing on Monday, June 20, from 7 to 9 p.m. at Wisp Resort’s Morris Room, McHenry. The hearing will address a proposal submitted by Garrett County and the towns of Accident, Deer Park, Friendsville, Grantsville, Kitzmiller, Loch Lynn Heights, Mtn. Lake Park, and Oakland for the authority to approve the Garrett County Heritage Area Management Plan and designate the Garrett County Certified Heritage Area as a state certified Heritage Area.

The intent of state certified heritage areas is to bring together government agencies, businesses, non-profit organizations, and individuals in a partnership to preserve and promote a region’s historical, cultural, and natural heritage resources. The goal is to revitalize communities and promote sustainable economic development through heritage tourism while maintaining the quality of life desired by residents.

Designation of state certified heritage areas is a two stage process. Communities first prepare a recognition proposal summarizing the area’s unique heritage resources and themes, envisioned heritage area boundaries, the types of heritage tourism projects to be encouraged, and the organizational structure that will undertake the management plan development process required.

The Garrett County recognition proposal was completed and the state authority approved designation of the Garrett County Recognized Heritage Area in July 2004. Under the direction of the Garrett County Chamber of Commerce, the process to develop a Heritage Area Management Plan was initiated in 2009, and a draft plan was completed in 2010.

The draft management plan describes the proposed boundaries of the certified heritage area and defines “target investment zones” within which certain state benefits are available, including grants, loans, and tax credits. It outlines the heritage area’s vision and goals and the area’s significance and resources, assesses relevant land use issues, and lists interpretive resources and programs. It provides a market analysis, and evaluates linkages between sites and appropriate organizations.

The mission of the GCHA is to work with stakeholders, partners, and businesses to implement the Garrett County Heritage Plan by offering technical and financial assistance for heritage-related initiatives that preserve valuable heritage resources and enhance tourism in the county.

The GCHA boundary is intended to encompass those portions of the county that were determined to include a concentration of resources which help portray and interpret Garrett County’s unique historical, cultural, and natural heritage. The Garrett County commissioners last week unanimously approved the reappointment of Lamont “Monty” Pagenhardt as county administrator for another four years. He has held the position for nearly 16 years.
“It’s been a pleasure to get to know him over the past six months,” said commission board chair Gregan Crawford about Pagenhardt. “He’s very capable, very able. He’s very well respected. Seems like whenever we go to Annapolis, Monty’s name always comes up, and they (state officials) know who we are. We appreciate your service.”

Pagenhardt expressed his appreciation to county staff members for their assistance and cooperation.

CUMBERLAND — Area residents who have original Civil War manuscripts and photographs will have the chance to preserve them with the help of the Western Maryland Regional Library.

A Civil War in Your Attic event will be held Aug. 6 and 8 at the Allegany College of Maryland Library from 9 a.m. to 4 p.m. To make an appointment, call Jill Craig at 301-739-3250, Ext. 142 or email jcraig@washcolibrary.org. A limited number of walk-ins will be accommodated, as scheduling allows.

The Maryland History and Culture Collaborative and the Maryland Digital Cultural Heritage have partnered in a state-wide effort to locate, scan and provide online access to these documents. The Civil War in Your Attic: Preserving the Legacy of Maryland will provide an opportunity to have historic letters, diaries and other collections scanned. The project will scan manuscript materials and photographs created during the period 1859 to 1867 that reflect the social, political, military, business and religious life in Maryland during the period of the Civil War and the early period of Reconstruction.

Scanned materials will be made available on the Maryland Digital Cultural Heritage website, www.mdch.org/civilwar. If requested, the owners will be provided a copy of their materials on disk. They may also choose to be acknowledged online or to remain anonymous.

Western Maryland Regional Library is an organization that provides support and materials for the continued enhancement of resources available through the Allegany County Library System, the Ruth Enlow Library of Garrett County and the Washington County Free Library System.

MCHENRY — Garrett County hopes to attract “high-power” users to its McHenry Business Park by extending power lines there, according to an announcement of a $107,000 Appalachian Regional Commission grant.

U.S. Sens. Ben Cardin and Barbara Mikulski made the grant announcement, which also included $73,000 for Hagerstown Community College.

The electrical upgrade to the business park will be a plus for technology-based and small-component businesses. The county will provide $107,000, bringing the total project funding to $214,000, according to the announcement. Officials expect to serve 10 businesses and create 50 new jobs.

“These grants will bring new jobs and strengthen educational opportunities in Western Maryland,” Cardin said. “The funding for McHenry Business Park will strengthen Garrett County’s economy by bringing high-tech businesses and jobs to the community. The grant to Hagerstown Community College will help give students the education and training they need to succeed in today’s work force.”

“These funds will help the region build the infrastructure and the work force it needs to attract new high-tech businesses, jobs and economic development to Western Maryland,” Mikulski said. “I will continue to fight for federal grants like these that invest in Maryland communities and future economic opportunities.”

Hagerstown Community College will use its grant, which also requires the college of match funds, to purchase equipment for its Digital Instrumentation & Process Control project. The project will provide students with hands-on training using software, laboratory equipment and other materials.

Fireworks will light up the sky this Fourth of July during the annual “Fire on the Mountain” at Deep Creek Lake, presented by the Garrett County Chamber of Commerce.
The display will begin at dark on Monday, July 4. The rain date is July 5. The fireworks will be launched from the top of Bear Claw Tubing Park at Wisp Resort. Prime viewing locations are the scenic overlook area along Rt. 219, Wisp Resort, and from a boat on the lake, particularly around McHenry Cove.
