>SWANTON, Md. — How private landowners can help preserve the green salamander and other rare species found in Garrett County will be discussed at the annual meeting of the Allegheny Highlands Conservancy.

The meeting is scheduled for Wednesday evening at the Deep Creek Lake Discovery Center in Swanton.

Ed Thompson, the forest ecologist for the Maryland Natural Heritage Program, will speak about rare, threatened and endangered species of the region. Thompson will also explain how conservation of privately held lands can play a role in preservation of those species.

The Natural Heritage Program is part of the Maryland Department of Natural Resources’ Wildlife and Heritage Service.

>Enerplus selling portion of shale gas interests

Enerplus Corp. expects to record a significant gain on the $575 million sale of a portion of its Marcellus natural gas interests in Pennsylvania, Maryland and West Virginia.

But the Calgary-based oil and gas producer will retain a “concentrated, meaningful position” in the shale play, which it said will enhance its ability to control the pace and level of capital spending going forward.

The buyers of the primarily non-operated portion being sold weren’t identified. The sold interests include about 91,000 net acres in southwest and central Pennsylvania, Garrett County in Maryland and northern West Virginia. Current output is about 5.4 million cubic feet equivalent a day.

— SWANTON — Members of the Allegheny Highlands Conservancy will learn about rare species in Garrett County during their annual meeting Wednesday at the Discovery Center at Deep Creek Lake State Park.

The meeting will begin at 6 p.m. with a covered-dish supper. At 7 p.m., Ed Thompson, Maryland Department of Natural Resources, will provide a slide presentation on the special habitats and rare species found in Garrett County. The annual election of officers and board members will take place following the program.

Thompson is the forest ecologist for the Maryland Natural Heritage Program, which is part of the Wildlife and Heritage Service of DNR. He graduated with a master’s degree in wildlife management from Frostburg State University and has worked in Western Maryland for the Natural Heritage Program since 1983. Most of his work has revolved around the inventory and conservation of rare species and special natural communities.

His program will showcase the rare, threatened and endangered species of the region and explain how private conserved lands can play a role in their preservation.

The event is open to the public and reservations are required to participate in the covered-dish dinner by calling Ron Boyer at 301-895-3686.

>Historical Library featuring accounts of Civil War events in tri-state region

— CUMBERLAND — As part of the 150th anniversary of the beginning of the Civil War observance, Western Maryland’s Historical Library will feature a weekly peek into what was happening in the tri-state region during that time.

Hagerstown newspapers covered the events of the Civil War in their pages, not just the events at Antietam and South Mountain, but throughout the country. Editorials and letters to the editor from both sides of the conflict were printed.

The stories are available at www.whilbr.org or from the Washington County Free Library System’s website, www.washcolibrary.org under “Regional History.”

The following stories are representative of chronicles from the start of the Civil War in Maryland.

• May 16, 1861 — VIRGINIA TROOPS — Eight hundred Virginia troops are quartered in the vicinity of John Brown’s late abode in Washington County. It is said that they have fortified the heights opposite Harper’s Ferry, and have set the mountain on fire, and burnt the undergrowth and leaves and other obstructions to an extensive view of the surrounding country. It is also reported that there are about seven thousand troops at Harper’s Ferry, and a number on the Virginia side of the Potomac for a considerable distance up that river, about one hundred and fifty of whom are reported to be opposite Williamsport.

• May 22, 1861 — TROOPS OPPOSITE WILLIAMSPORT — On Sunday evening last about one thousand Secession troops arrived opposite Williamsport, and about seven miles from this town, on the Virginia side of the river. They are encamped above the Ferry, and are in full view of the good, loyal, Union loving people of Williamsport, who are not in the least intimidated by their formidable appearance. What the object of quartering these troops at this point is, cannot be divined, but the supposition is that they are there for the twofold purpose of guarding the Ferry, and overawing the opponents of the Secession Ordinance in Berkeley at the election tomorrow.

• May 5, 1861 — STICK TO THE UNION — The true policy for our people is to stick to the Union. It has protected us from all wrongs and outrages, and from a taxation for three-quarters of a century. In four years we shall have the privilege of choosing our rulers. Destruction may come “swift as the whirl wind” — the work of reconstruction may never be accomplished. Stick to the Union!

These, and many other stories from the Herald of Freedom and Torch Light, May 5 to May 29, 1861, are now online on the Western Maryland Regional Library’s history website. Others will continue to be added on a weekly basis.

The Whilbr website features images of original source documents from the collections of the public libraries, historical societies and individuals in Western Maryland. Its purpose is to display Western Maryland-related historical documents, images, audio and video.

Western Maryland Regional Library is an organization that provides support and materials for the continued enhancement of resources available through the Washington County Free Library System, the Allegany County Public Library System and the Ruth Enlow Library of Garrett County.

GARRETT COUNTY, Md. — It’s not what you’d expect to see if you peeked outside your window, but a Maryland woman got a big surprise when she saw a bear in her back yard.

Tammy Lewis, of Garrett County, said the animal has been roaming around her house for more than a month. She had even spotted it taking a snooze on her back deck.

“He wasn’t afraid of me. I could turn on the porch light and talk to him,” Lewis said.

“I put my nose against the glass and he would put his nose against the glass and lick it,” Lewis said.

The Maryland Department of Natural Resources has permanently closed three off-road vehicle (or ORV) trails. The Green Ridge, Chandler, and Poplar Lick trails had been temporarily closed pending the results of a forest certification audit. That audit, which was completed recently, was part of the state’s effort to receive dual certification for all three western Maryland state forests—a move the DNR claims will protect the $950 million western Maryland forest products industry, and secure 9,200 jobs.

“The DNR has been looking closely at the sustainability of these ORV trails for the past few years. While it is unfortunate that these three trails must be closed, the decision is based on the results of environmental assessments conducted by the department and the results of our recent forest certification audit,” said Steven Koehn, DNR state forester.

“These trails were built and sited decades ago and long before the current trend of riders and riding machine options,” continued Koehn.

“The locations of the trails are not sustainable in their current configuration, and they cannot be reconfigured to protect the environmental features located on these lands. We came to fully understand these facts as we reviewed all of our state forest management activities in preparation for a statewide forest certification audit. We were not surprised that the forest audit confirmed these particular ORV trails were unsustainable.”

Green Ridge trail is part of the Green Ridge State Forest; Poplar Lick trail is in the Savage River State Forest; and Chandler trail winds through the Pocomoke River State Forest. Walk-in access will still be permitted, including walk-in camping at Green Ridge and Poplar Lick trail camping areas.

The Green Ridge trail vehicle-access closure is effective in all sections of that trail, including the portion formerly open to licensed on-road vehicles.

“While it is unfortunate that these three trails must be closed, to do otherwise would be irresponsible,” said John Griffin, DNR secretary.

“The good news is that this process has brought to light the need for us to more actively engage with the ORV community. Input from several hundred stakeholders has underscored the fact that this important community of outdoor enthusiasts deserves the opportunity to ride and is prepared to do so responsibly in partnership with DNR.”

The DNR has stated that it recognizes ORV trails and riders as an important part of the Maryland outdoor recreation community and has pledged to identify new and improved trail locations.

Such options include several privately owned sites with “ready to ride” trail systems in place that could be purchased or leased by DNR, and/or its partners, to provide public ORV trail access. The DNR is also considering several existing public land locations for inclusion in this new trail evaluation process.

A sense of “cross-county mutual admiration” was displayed by this group of Northern and Southern high school track and field athletes following Monday’s Garrett County Championship, which was hosted by the Northern Huskies. The NHS boys and the SHS girls won their respective team championships.

>Kyle Petty Charity Ride Across America

An entire herd of steel horses made its way through Garrett County on Monday. The group is involved in the 2011 Kyle Petty Charity Ride Across America, which raises funds and awareness for Victory Junction and other children’s charities that support chronically ill children. This year marks the 17th ride for the group, which includes Petty and about 175 other riders. While the trek usually runs from west to east across the U.S., this year a different route was chosen. The trip began in Lake Placid, N.Y. on Saturday, May 7, and will conclude on Amelia Island, Fla., this Saturday, May 14. The group made a scheduled stop at Pilot in Grantsville on Monday to get fuel and meet with fans, before traveling through Oakland. See additional photos on the back page of this section. — MCHENRY — The Maryland State Police McHenry Barrack has announced Cpl. James Pritts as its 2010 Non-Commissioned Officer of the Year and Tfc. Delmas Brick as 2010 Trooper of the Year.

Pritts is a 16-year veteran of the department who has been assigned to the McHenry Barrack as a corporal since February 2008.

“Corporal Pritts’ performance by his subordinates was exemplary for 2010,” said Capt. James R. Pyles, MSP Western Troop commander. “The work group that he commands out-performed all the other groups in overall performance. The troopers under his command consistently go above and beyond in traffic performance and criminal apprehensions. His subordinates received the McHenry barrack Trooper of the Year the past two years. This is a direct reflection on his ability as a supervisor.

Pyles said that Pritts demonstrates excellent time management skills and always volunteers to help in any way possible. “Through Corporal Pritts’ initiative, insight and leadership, he is commended for representing the barrack, the department and the community with the highest of moral values and dedication to serve, exemplifying why he is one of ‘Maryland’s Finest,’ ” said Pyles.

Pyles also commended Brick as Trooper of the Year.

“Tfc. Brick has demonstrated through a tireless work ethic and determination that he is more than deserving of this honor. Tfc. Brick has proven to be a valuable asset to the McHenry barrack and the Maryland State Police,” said Pyles.

Brick has spent his entire career in the Field Operations Bureau working at the Frederick and McHenry barracks. In 2010, he managed the highest criminal case load of any trooper at the McHenry barrack and ranked No. 1 at the barrack in criminal arrests. He also made 1,355 traffic stops in 2010.

“Tfc. Brick is a well-rounded trooper, with a work ethic that is second to none,” said Lt. Mitch Frey, McHenry barrack commander.

“Tfc. Brick maintains a high morale as evidenced by his statistical performance and he gives new meaning to the phrase ‘eight hours of work for eight hours of pay.’ He is never heard complaining and is the definition of a consummate professional. He assists his work group and shares information that may assist other barrack troopers and allied agencies in their investigations.”

The work performed by Pritts and Brick is supported by the 40 personnel assigned to the McHenry barrack, who made 14,310 total traffic stops and made 233 total arrests last year.

“Their dedicated efforts help save lives by reducing traffic crashes and interdicting individuals attempting to further their criminal enterprise by traveling in or through Garrett County,” said Frey.

“The McHenry barrack consists of an excellent group of men and women with whom I am honored to work beside daily. Whether you live in Garrett County, are visiting here, or are just traveling through, all of us in the Maryland State Police are committed to serving and protecting you.”
